Delivering an advanced smart card management solution to facilitate the migration of a national Tachograph system to smart card technology
Summary
Digital Tachographs are electronic devices based on smart card technology, which support the implementation and adherence to new European wide road regulations. In accordance with these new regulations all EU countries are obliged to migrate to this new smart card standard by the 1st of May 2006. CardBASE’s delivery of this digital tachograph solution is a prime example of smart card management in action within a Government environment.
CardBASE in co-operation with system integrator IBM Business Consulting Services Poland have delivered a Pan-European digital tachograph solution. The project has involved assisting a major EU member state complying with EU regulations and issuing thousands of smart cards.
Brief
How the Solution Works
CardBASE’s flagship smart card management solution MASCOT has underpinned this member state’s Tachograph roll-out enabling authorities to record and measure speed, miles travelled and the number and duration of a vehicle’s stops. The MASCOT solution provides cardholder registration services for all Tachograph cardholders and an interface to the EU-wide TACHOnet service for the corroboration of drivers’ credentials. It also interfaces with the member state’s existing driver’s license system and with the smart card production facility operated by the country’s Tachograph card issuance authority. As part of the project, national authorities expect to issue in excess of 600,000 cards to professional lorry and truck drivers, police and workshops.
Technical Partners
CardBASE worked with a number key solution partners in the delivery of the project. Most notably, Sagem-Orga who were responsible for providing the tachograph approved smart cards, Mühlbauer who provided the personalisation devices and Cryptomathic who provided the digital certificate authority.
MASCOT Product Solution
The MASCOT product solution is deployed on IBM AIX platform with a cluster configuration delivered upon an Oracle database.
